[petsc-users] Building PETSc with cmake

This gets configure to try cmake, but it still doesn't use it.  It
doesn't set "PETSC_BUILD_USING_CMAKE" to "1" as I see the nightly
builds doing, and again doesn't offer for me to use cmake at the end
of configure.  Is this only available in petsc-dev?
