[petsc-users] PETSc, C++ and Eclipse

Try using Cygwin to build the PETSc libraries with VC++.  This way
you'll have the *.lib (vs. *.a Unix/Linux/Cygwin libraries) files you
can link against.  Go to the install PETSc instructions and follow the
ones for Win32.
