compiling PETSc with Intel MKL 10.0.1.14

Well - petsc primarily uses blas1. And depending upon the
application's usage of PETSc - blas could be a reasonable part - but
not dominant part of the total run-time.

So a higher performance blas should make at most a few percentage
points [ perhaps less than 10%] improvement on the total
runtime. Typically - it could be much less than that..

-log_summary would be a good place to look at the performance
differences..
