blaslapack

The option --with-blas-lapack-dir is useful if you already have
blaslapack libraries compiled & installed. If you've manually
downloaded fblaslapack.tar.gz - then use the option:

--download-f-blas-lapack=/home/petsc/fblaslapack.tar.gz

[with the correct patch to fblaslapack.tar.gz file]
