blaslapack

I download blas lapack from the ftp which was
suggested by petsc download homepage 
ftp://ftp.mcs.anl.gov/pub/petsc/fblaslapack.tar.gz
and transfer it to a suse laptop, since this has no
internet connection. I set a value for
--with-blas-lapack-dir to the unziped the directory.
But got this error information :
..../fblaslapack can not be used
why?
