Contributor license agreements?  They significantly increase friction and are completely unnecessary.

As Fontana explains, the important thing is to establish inbound license (granted by contributor) is sufficient to grant the outbound license.  The simplest such form is inbound=outbound, which is de facto convention and formalized with the Developer's Certificate of Origin (which was created for Linux after SCO).  We specify the DCO in CONTRIBUTING and https://www.mcs.anl.gov/petsc/documentation/license.html.
