[petsc-dev] gitlab CI pipleline issue with ps5

I pushed an updated version of this change to maint and master - so that CI gives more appropriate error [if using old snapshots]

Will check on the broken box tomorrow. A reboot did not help - so its not clear if it can be easily brought back up. [and if we have to rely on this workaround for some time]
