[petsc-dev] can we remove EXAMPLESC / EXAMPLESF?

Now that the legacy (non-GNU) makefiles don't need to be maintained, I
would support maintenance to get those lists out of makefiles.  We could
probably get rid of LOCDIR and DIRS as well (with modest effort).
