The pkg-config updates are in 'maint', but have not yet been released
(in 3.7.5). I would say we should update the recommendations when we
release 3.8.
If we're committing to gnumake, we can greatly improve PETSc makefiles.
I feel dirty every time the current makefiles (with their anti-patterns
and lack of namespacing) are recommended for users.
