[petsc-dev] GNU Global / gtags users: please try updated 'make allgtags'

'make allgtags' has some non-portable (OS X?) syntax: brace expansion
in the shell and the -E flag for 'find'.  I tried making the rule
portable, in tisaac/fix-makefile-allgtags.  Merging into next wouldn't
actually test the change, so: if you use gtags, could you please let
me know if it breaks in your environment?
