[petsc-dev] Fortran Interfaces

Hi John,

I've made an API change in next (you've reminded me that I forgot to
update the docs to mention that: I'll do that soon).  Labels (and
boundaries) are being generalized to all of dm, and the fortran
wrappers went with them.  If a clean build from reconfigure doesn't
work, let me know.
