[petsc-dev] License change to 2-clause BSD

We have received approval to adopt a 2-clause BSD license (aka
"Simplified BSD" or "FreeBSD") for the upcoming release of PETSc.  This
license is essentially compatible with the existing PETSc license, but
we believe this change is desirable to reduce license proliferation [1]
and to make it easy to check license compatibility.  The 2-clause BSD
license (along with the essentially-equivalent MIT/X11 license) is the
most permissive license in common use, so this should not affect
anyone's ability to use PETSc.

If you object to this change, or if you have contributed code to PETSc
and would like to specially label your contribution as retaining the
(compatible) legacy PETSc license, please reply here or write
petsc-maint at mcs.anl.gov.
