And it is the responsibility of that language's advocates to create
these standards.  From C to Python, Emacs, R, and Haskell (a
design-by-committee language), the language/user community has
established standards for packaging and distribution.  The Fortran
community has never cared about this.  Malice or incompetence, take your
pick.
