[petsc-dev] make --with-shared-libraries default on most systems?

   Should we consider making --with-shared-libraries the default on most systems (those it is known to behave well on)?

          Could you switch on --with-shared-libraries on all nightly builds and see what breaks?

          After we get that past I'll have you switch on --with-dynamic-libraries, but let's leave that for later :-)
