[petsc-dev] BG hang still broken in petsc-maint!

I believe we have worked around everything we can.  The outstanding
issue is that successive calls to MPI_Bcast (perhaps other collectives)
can cross paths.  They tested inserting MPI_Barrier between calls to
MPI_Bcast, but that was not enough either.  IBM needs to get their act
in gear.
