[petsc-dev] FAQ item for Barry

I think we (Barry, the Royal We) should write a FAQ entry for "Why we
change the API". It
follows along the line of Jed's reply to Michele, and lets the user know
that while his short
term goals are not the same as PETSc, our long term goals are aligned and
we are acting
for the long term.
