The binary file is 8.1 MB raw and still 4.3 MB gzipped. Everyone who clones
the PETSc repository from now until the end of time will need to pull down
this file.

Please don't check binary files into mercurial. They can be hosted at
ftp.mcs.anl.gov/pub/petsc/.
