[petsc-dev] shared libraries auto-rebuild

what do you have for:

ls -lt /system/software/hal/lib/PETSc/petsc-3.2-p3/icc-2011/lib

You can remove the target 'chkopts' from your makefile - and then it
shouldn't attempt this check/rebuild.
