Good point. We could make it use the same data structure and implementation
from TSTHETA, but have its own TSCreate and TSView (and keep its own stated
type). This is somewhat weird/inconsistent with PETSc style, but it seems a
shame to copy the whole damn file and delete three lines just to preserve
the name TSBEULER.
