petscblaslapack, new routines

     My understanding was that fblaslapack already had the full set of  
blas/lapack?

     The master repository is at hg clone ssh://petsc@petsc.cs.iit.edu//hg/petsc/packages/fblaslapack-3.1.1 
  fblaslapack-3.1.1
and I see them in there already.
