Disabling compilation of win32draw.c

      Can you make the update to petsc-3.0.0
Use the macro PETSC_USE_WINDOWS_GRAPHICS to turn on the required  
compiling.
Then add a config/PETSc/packages/windowsgraphics.py that defines -- 
with-windows-graphics
(by default on if Windows is there).

    We need to get this fix out there,
