PETSc team switching from BitKeeper

We now have a better location for the PETSc repositories. They are
accessiable with:

hg clone http://mercurial.mcs.anl.gov/petsc/petsc-dev
hg clone http://mercurial.mcs.anl.gov/petsc/BuildSystem

Some additional instructions on using mercurial with PETSc are at:
http://www-unix.mcs.anl.gov/petsc/petsc-as/developers/index.html

The repositories can also be browsed with with a web browser.
