PETSc team switching from BitKeeper

We have converted the repositories over to mercurial. Currently they
are available as readonly with:

hg clone old-http://www-unix.mcs.anl.gov/~petsc/petsc-dev
hg clone old-http://www-unix.mcs.anl.gov/~petsc/BuildSystem

This is a temporary thing - until we can move to a better location.
