Please do not send zip or even .tar.gz or .tgz files to petsc-maint

  PETSc users,

   We've been losing PETSc-maint emails that contain zip or gzip files
that many mail servers delete. Please end only plain ascii email to petsc-maint;
you can attach files like configure.log directly, please do not compress them
first.
