1.8.1 pnetcdf problem with relax-coord-bound

CESM requires at least pnetcdf 1.8.1 but you can use the latest 1.12.1
without any issue.
The issue you are posting seems to be about netcdf and not pnetcdf and so
you should report at
https://www.unidata.ucar.edu/software/netcdf/
