Ok, I tried again, starting from scratch.

The installed version of autoreconf on jam is 2.59.  Running "autoreconf
-vif" in the opa source directory returns an error message:  Autoconf
version 2.62 or higher is required.  Using 2.62 returns the same message, so
I used 2.65, the version we currently use for hdf5 (we'll soon move to 2.67,
but I think 2.65 should be fine).  When I used autoconf 2.65 before, the
installed versions of m4, automake, and libtool were also too old, so I used
all the current versions that hdf5 uses (from hdf5_1_8/bin/reconfigure):

# HDF5 currently uses the following versions of the autotools:
AUTOCONF_VERSION="autoconf (GNU Autoconf) 2.65"
AUTOMAKE_VERSION="automake (GNU automake) 1.11.1"
AUTOHEADER_VERSION="autoheader (GNU Autoconf) 2.65"
ACLOCAL_VERSION="aclocal (GNU automake) 1.11.1"
LIBTOOL_VERSION="(GNU libtool) 2.2.6b-mcg"

PATH=/mnt/hdf/packages/m4/m4-1.4.7/bin:/mnt/hdf/packages/m4/m4-1.4.7/share:$
PATH

I still got the message about adding AC_PROG_LIBTOOL to configure.in, but
consulting Mike learned that I needed to run "libtoolize" before "autoreconf
-vif".

This works and the tests pass.  However, the following files are generated
by running "libtoolize":

?       confdb/ltsugar.m4
?       confdb/libtool.m4
?       confdb/ltversion.m4
?       confdb/lt~obsolete.m4
?       confdb/config.guess
?       confdb/ltoptions.m4
?       confdb/config.sub
?       confdb/ltmain.sh

These all seem to be necessary for the updated configure.  Do we check them
in, or does someone know a way around to avoid that?

Yes, LT_INIT is all that should be needed.
