Sorry, it's a typo and should read  "openssl-development" and depends on the distribution you use. Often packages are split into the plain libraries containing the *.so files so that any compiled application can use it, and a package called *-development or alike which contains *.a and *.h files in case you want to compile applications on your own using this library.

As you want to use the *.h files, you will need to install the development package of openssl.
