MPE is licensed under the same terms as MPICH2: http://www.mcs.anl.gov/research/projects/mpich2/downloads/license.txt

The most similar mainstream license to this is probably the MIT license: http://en.wikipedia.org/wiki/MIT_License

In particular, the code is _not_ GPL.
