[mpich-discuss] make install issue

When I do a make install and it fails because confdb/install-sh is not found.

My mpich2-1.2.1 already have the fix of r5801 (AC_PROG_MKDIR_P is broken; it's using a version check on
mkdir to figure out whether to use "mkdir -p", instead of something
else. Also added a comment explaining this issue.).

SunOS stratego 5.10 Generic_141444-09 sun4u sparc SUNW,Sun-Fire-V240
f95: Sun Fortran 95 8.3 SunOS_sparc Patch 127000-01 2007/07/18
