Hmm that's strange.  I wonder if your browser is uncompressing it
automatically.

Are you trying to compile it for windows?  If so, there are precompiled
binaries for windows available from the mpich2 download site:

http://www.mcs.anl.gov/research/projects/mpich2/downloads/index.php?s=downloads

But if you are going to be using it on a unix machine, then in order to
make sure the issue isn't with how your browser on you PC is downloading
it, try using wget on the unix machine to download the file directly.
Try the following (all on one line):

wget
http://www.mcs.anl.gov/research/projects/mpich2/downloads/tarballs/1.2.1/mpich2-1.2.1.tar.gz

Then try:
  tar zxf mpich2-1.2.1.tar.gz

Let us know how that works.
