[MPICH] Patch to fully utilize the USE_EAGER_SHORT compile time flag

Minor tweak to the prior patch to protect "eagershort_send" of the  
MPIDI_CH3_Pkt_eager_sync_ack struct.  If not included, the prior  
patch causes a build failure when USE_EAGER_SHORT is not defined.
