[MPICH] Patch to fully utilize the USE_EAGER_SHORT compile time flag

Attached is a patch to mpich2 1.0.6 that enables the compile time  
conditional inclusion of the MPIDI_CH3_PKT_EAGERSHORT_SEND packet  
type, the MPIDI_CH3_Pkt_eagershort_send_t type, and related  
functions. This patch protects them with the pre-existing  
USE_EAGER_SHORT flag.
