[MPICH] ch3:sctp configure broken

I tried bash and FreeBSD's sh and tcsh.  All fail.  I can build
ch3:socks and ch3:nemesis.  For some reason, ch3:sctp fails. 
The config.log file in src/mpid/ch3 exit with status 77.

I'm going to delete the checking and see what happens.
