[MPICH] error 10061

We're using mpich with nt 2000 and server 2000 operating systems without
any problem. Now we have server 2003 operating system on our new
machines and we couldn't run mpich. It gives an error message as shown:

easy-connect failed: Error 10061, No connection could be made because
the target machine actively refused it

We have turned off firewall etc., but the problem continues. What can
be the solution for this problem?
