[MPICH] windows: credentials & passphrase

Hello David,

We can launch programs using administrator accounts (means encrypting their 
credentials in the registry) and are watching the event logs. The problem 
seems to be a permission problem. We are trying several options of our local 
security policy, if we figure out what to enable in order to get logged in 
and start a job I'll let you (and the list) know.
