[MOAB-dev] OCC CGM testing

Success!!!
With some help from Jane, I was able to determine that it was missing
dependencies for OCC that were causing the problem, namely FreeType.
I think it is very important to note: OCC will identify missing
dependencies during configure, but will STILL build successfully and not
report any other errors. OCC doesn't actually do anything with "make
check" so there is not way to know.
In my case, there was a note during configure on missing "Mandatory"
dependencies, but it build successfully and even allowed me to build CGM
successfully.
