[MOAB-dev] MOAB release/release notes?

The ITAPS team is looking to release a new version in the near future
(the 14th, I believe), and they'd like to get a hold of release notes
for all the projects. This might be a good time to wrap things up for a
MOAB release, since I believe there have been a few API changes. How do
people feel about this?

If we're not ready, we could just backport any API changes to the 4.1
branch and release that.
