[MOAB-dev] GLOBAL_ID = 0 in parallel writer

Currently, parallel writer returns error if there is no set with non-zero GLOBAL_ID tag, isn't it a bug?
And, should I assign the same GLOBAL_IDs to shared sets to use parallel writing?
Doesn't it use "shared_handle/procs" tag information?
