[MOAB-dev] Getting ready to tag repo for 4.0

I've got an incoming change to fix the behavior of
iMesh_getEnt(Arr)2ndAdj to pass the iMesh unit tests. It should be
committed in a few minutes, assuming MOAB's make check passes.
