[MOAB-dev] Getting ready to tag repo for 4.0

Hi all,
   The long-awaited release of MOAB 4.0 is imminent, I was going to tag the repo today or tomorrow with the 4.0 tag. 
Anybody having anything that they'd really like to change/add should let me know and/or get it in quickly.  After the 
release, we'll likely backport the important bug fixes, but not major enhancements.
