itaps-parallel FMDB_iMeshP works with iZoltan

Hi, All,

Linking FMDB_iMeshP with iZoltan, we are now able to run the iZoltan test
case on our SCOREC machine. Please see the attached pictures for the
iZoltan repartition result: the initial randomly distributed cube mesh
(660 regions), and the repartitioned mesh on 4 processes.

Moreover, Alex and I are working to link our mesh adaptivity example with
iZoltan. Hopefully we will get some repartition results on adapted mesh
from iZoltan soon.
