IEEE INFOCOM 2016 solicits research papers describing significant and innovative research contributions to the field of computer and data communication networks. The author list may be changed only prior to the submission deadline. Additional paper submission instructions, including the double-blind policy, can be found on the conference web site www.ieee-infocom.org/2016. To be published in the IEEE INFOCOM 2016 conference proceedings and submitted to IEEE Xplore, an author of an accepted paper is required to register for the conference at the full (member or non-member) rate and the paper must be presented by an author of that paper at the conference unless the TPC co-chairs grant permission for a substitute presenter before the conference. Non-refundable registration fees must be paid prior to uploading the final IEEE formatted, publication-ready version of the paper. For authors with multiple accepted papers, one full registration is valid for up to 2 papers. Accepted and presented papers will be published in the IEEE INFOCOM 2016 conference proceedings and submitted to IEEE Xplore. 
Submission Instructions---------------------------------Only original papers that have not been published or submitted for publication elsewhere will be considered. Technical papers must be submitted via the EDAS Paper Processing System. Submitted papers should be written in the English language, with a maximum length limit of 9 printed pages, including all the figures, references, and appendices. All submitted papers will be judged based on their quality and relevance through double-blind reviewing, where the identities of the authors are withheld from the reviewers. Authors are required to make sure that the complete list of authors are provided as part of the metadata to EDAS, however, the list of authors should not be included in the paper PDF document in accordance to the double-blind submission policy.
