Thanks. 
It works. I've added this to the installation wiki:  https://trac.mcs.anl.gov/projects/ITAPS/wiki/CgmFromScratch
I haven't tried OCC, OCE work for me, a minor caveat is you'll have to specify OCE_INSTALL_INCLUDE_DIR. OCE by default places it in oce/include instead of root level, where CGM looks for includes.
