This is the approach we're trying to take here at the
suggestion/insistance of my division director.  But I haven't checked
lately if they were actually successful in getting a piece of the
lab-wide overhead to support our AG.

The idea was to maintain this model for several years and give it time
to become well established within the lab, then reevaluate whether
charging might be appropriate.  

I believe the current model used for other VTC services (i.e. H323 and
the ISDN-based equivalent), which are considered routine, is that you
pay for the operator's time.
