[AG-TECH] ANL AccessGrid server (vv3) and accessgrid.org outage

Haven't confirmed yet, but it appears the ANL Bridge Registry is down?

Can someone confirm?  In the meantime, I've switched the WestGrid bridge 
to use the ap-accessgrid bridge registry.
