[AG-TECH] VIC 1.4.0beta with H.264 IG2 decode

Hi Folks,

Over the last few weeks I've been working on getting VIC to decode
IOCOM's IG2 H.264 streams. This beta version of vic can now decode
both of IG2's H.264 video streams -
- IG2's 'standard H.264' - which complies to the RFC3984
- IG2's default H.264 video format (which is non-standard)

I have put together a new vic-1.4.0beta release - there are 2
binaries:OSX10.4 (Intel) & Ubuntu8.04:

It should hopefully be showing up in the next AG release so if you're
not keen on betas you can get it then.
