A 'yum install VPCScreen' should fix that dependency.
Otherwise you can download it from either the i386 or x86_64 folders here:

> What is VPCScreen?
VPCScreen is a video producer service for the AccessGrid that allows you to
capture a single window, a region of the desktop or your entire desktop and
sends it as an H261, H261AS or JPEG video stream. H261AS stands for
arbitrary size which allows you to capture and stream at that arbitrary
sized resolution. The vic that comes with Fedora 7 yum repository is from
the UCL SUMOVER project which is capable of viewing H261AS video streams.
