[AG-TECH] Persistent VIC and RAT settings?

The vic tiling is hard-wired to display two columns of thumbnails.
That could be changed to give the user the option of specifying the
number of tiles.  The change to the code is simple.  If anyone is
interested in making a small contribution to the code base, let me
know.  Otherwise, we'll see if we can make the change.

For RAT, you can set the default volume by double-clicking the
AudioService in VenueClient->ConfigureNodeServices, and setting
the slider to your preferred value.  Be sure to save the configuration
after doing this, so it is used from then on.
