[AG-TECH] Problem to use Vic with QuikBridge

Tom's vic2.exe might fix this. You'll need to copy it into the
Service zip files for the fix to survive configuration changes on the
node that is not seeing the video. If the remote node is on a very
restrictive firewalled network, this won't help.
