[AG-TECH] Help with bandwidth requirements

I'm sure I'm not the only person who this has happened to, during a
mid-size conference with our campus and attendants from Costa Rica,
Argentina and the Valley, the campus Network staff pulled the plug on
our Venue Server stating it was using too much bandwidth. The problem
was the connection to the Valley (South Texas). It was overloading and
it literally killed the connections to several campuses and Fire and
Police (they all use Cisco VoIP phones).

I can understand them pulling the connection when a part of your state
is having connection issues.

So, what can I do about it? Our Access Grid use is only going to grow
and I feel a fight is brewing with campus Networking. What solutions
can I bring to them so this doesn't happen again? Oh, and the thought
of them increasing the allotted bandwidth to the Valley is out of the
question, they always says they can't afford it.

Personally, I was thinking of two things that could help, switch to
H.263+ video (I know its in the Linux version of VIC, what about Mac
and Windows?) and GSM mode for audio.
